    Correct Answer is 30
    Explanation : It is very tough to count each and every rectangle. So for your convenience note down the formula to count the Rectangles.

    [n^2+(n-1)^2+(n-2)^2.........
    n is number of rows or number of columns

    n=4
    [4^2+3^2+2^2+1^2]
    [16+9+4+1] = 30
